Rebuilding Iraq

I know we usually do rebuild the country we had a war with, but I don't understand why. When Japan bombed Pearl Harbor, did they send over people to help us put it back together after the war?

Iraq: What We Leave as We Withdraw

US military should withdraw it forces from Iraq and the UN should give hand to Iraq to help Iraqi people recover from war.
