Sono numerosi i rapporti di varie organizzazioni internazionali sulle torture in Cecenia che vengono definite "sistematiche", ma non sembrano scalfire la sensibilità internazionale - riporta l'Osservatorio sui Balcani. Human Rights Watch, in un rapporto pubblicato lo scorso 13 novembre, sostiene che “la tortura e i maltrattamenti durante la detenzione in Cecenia sono sistematici”. I responsabili, secondo l’organizzazione, sono soprattutto le forze filo-russe del primo ministro ceceno Kadyrov, ma anche l’ORB-2, un ufficio investigativo del ministero federale dell’interno. Le violenze della polizia russa e l’impunità di cui gode sono il tema di un lungo rapporto di Amnesty International del 22 novembre che nota come "il problema evidentemente non è limitato alla Cecenia: la procura russa, responsabile delle indagini relative a casi di tortura da parte della polizia è stata criticata dalla Corte europea dei diritti umani per la sua inefficacia".

EU:n ihmisoikeuspolitiikan toimintatavat eivät edelleenkään ole linjassa unionin omien lupausten kanssa. Ihmisoikeudet ovat unionin perusarvoja, joita se on sitoutunut edistämään sekä jäsenmaiden sisällä että ulkosuhteissaan. Käytännössä tämä ei toteudu.
