Economic gains of any welfare programme undertaken by the Government cannot reach target groups without reforming the body politic, which is plagued with corruption. The state funding of elections is not a remedy for tackling the cancer of corruption in public life. The only way of dealing with the problem is to make public every internal activity of our political parties. Welfare programmes cannot benefit the poor unless Government initiates electoral reforms.

The federal Ethics Counsellor has ruled than John Manley can keep hundreds of thousands of controversial dollars donated to his Liberal leadership campaign. The donors include many registered lobbyists and current government contractors. The Finance Minister can keep the money by agreeing not to deal with "issues directly affecting" a long list of donors. Calling the scheme "completely unworkable and unethical," critics say the Ethics Counsellor is baldly ignoring current ethics rules.
