In una lettera diffusa ieri, Amnesty International ha sollecitato i candidati alle elezioni presidenziali colombiane, in programma il 28 maggio, a spiegare cosa intendono fare per affrontare la crisi dei diritti umani del paese e, in particolare, l’impatto sulle popolazioni sfollate della recente smobilitazione dei gruppi paramilitari legati all’esercito. Dal 1985 i paramilitari, la guerriglia e le forze di sicurezza hanno costretto oltre tre milioni di persone a lasciare le proprie abitazioni. Altre decine di migliaia sono state uccise, fatte sparire, torturate o sequestrate. Adesso, alcune iniziative del governo, tra cui il Decreto 4760 e il programma di “reinserimento rurale”, rischiano di assicurare ai paramilitari smobilitati il controllo su milioni di ettari di terre di cui si sono appropriati. Diversi gruppi paramilitari hanno già annunciato la loro intenzione di promuovere progetti di sviluppo economico per i propri membri e per le comunità che vivono nelle aree che si trovano sotto il loro controllo.
