Tension Between Peace and Justice Plays Out in Uganda

Ugandan rebel leaders said last week that they would continue to negotiate towards a lasting peace in the war-torn country, but they would not come out of hiding until international indictments against them were lifted.

Many in Uganda have feared that the indictments, made by the International Criminal Court in the Hague, will hamper efforts to bring stability and peace to the country.

For his part, the UN's top humanitarian official said Friday that the need to ensure there is no impunity for mass murder should take precendence over such fears, urging the international court to continue to pursue the indicted leaders.

In a surprise Monday, unconfirmed reports from southern Sudan say that two of the five indicted--the rebels' top leader Joseph Kony and his deputy Vincent Otti--have surfaced at one of the convening points for rebel forces.
