Burundi is moving from emergency aid dependence toward a more regularized process of planning for long-term economic growth, and a radical new constitution offers the chance of political stability. But the international community is still looking to Burundi's government for more consistent observance of high standards of public administration and pursuit of justice for victims of the country's troubled post-independence history.
